Devils’ Rocks are the first dungeon. Devils’ Rocks are the ruins of an old fortress build onto and into several high hills, with tunnels, towers, walls, and many stone gates which play the key role (pun intended) in the dungeon. This music is shared between the Devils’ Rocks dungeon and the valley containing the stone gate that leads up to the Black Tower's plateau.
Being an old fortress, military-style music appears to be fitting. Add in some thoughtful elements that remind of lost civilisations and it should capture the athmosphere.

I added a Wiki page for the Devil’s Rocks which contains map drafts and descriptions helping you to better imaginate the place.
Elaborating on the background music: the Devil’s Rocks fortress is an early dungeon and should not scare the player off. Thus, the music should not be too creepy. As outlined in the OP, I think it is okay to use a military-style with trumpets, drums, etc., maybe with some pauses to leave room for thought as this is only a fortress ruin now inhabited by monsters.
Please keep in mind that in the basement the music is intended to be lowered or even muted entirely so that water dripping off the ceiling can be heard. The basement only comprises a small part of the entire dungeon.
